How to improve listening and speaking skills in English?

To my belief, I have reached quite a comfortable level in my English comprehension, in which I can understand what people in movies or in news (bbc, fox) etc say even without subtitles, but I still don't manage to have that "passive" understanding.

Hello, everyone. I recently started studying English consistently, daily, with audio tapes, the Penguin book, Schaum's outlines, and various websites. I wondered if anyone here knows of similar sites with more interesting topics(optional) and a moderate speech pace(needed).
